Owing to subtle manipulation of the opinion-forming processes by interested groups, a fundamental distinction has taken place in recent times between what is and what people believe to be.

Facts are misrepresented without scruple, and appeals are made frequently to the blind emotions and prejudices of the people. The process of corruption of facts becomes complete when exclusively a powerful group or a capitalist controls the major opinion forming agencies like newspaper and radio.

So is the case with the ‘Preamble’ to the Indian Constitution. As such the ‘Preamble’ provides the guide lines of the Constitution.

The Preamble, in brief, explains the objectives of the Constitution in two ways: one, about the structure of the governance and the other, about the ideals to be achieved in independent India. It is because of this, the Preamble is considered to be the key of the Constitution.

The values expressed in the Preamble are expressed as objectives of the Constitution. These are: sovereignty, socialism, secularism, democracy, republican character of Indian State, justice, liberty, equality, fraternity, human dignity and the unity and integrity of the Nation.

(ii) While raising concern over election, they have also suggested some correcting measures which are given below:

Concerns

Suggestive measures

Gender discrimination

It is now being recognized that the goals of democracy “of the people, for the people and by the people” cannot be fully realized if the female population are not included in all ways in the processes of socio-economic and political development.

That is why, besides constitutional provisions, several laws has to enacted, policies have to be made and implemented, and institutional reforms have to be carried out for the development of women

Criminalization of Politics

Candidates of criminal background must not be given ticket to fight election by various political parties.

Corruption

Appointment of Jan lokpal and strict action against officials involved in corruption

Communalism and casteism

Communal harmony should be created amongst various religions and castes by organising community meet.

Political violence

Proper police force and special task force must be arranged during election.

After conduction survey I found that most of the family is mainly concerned about criminalization of politics and violence during election. Overall, they believe that Election Commission of India is nicely managing election and cases of violence is very low as compared to previous election.
